Jeff Horn still winner in Pacquiao-Horn match review

Jeff Horn still winner! The World Boxing Organization (WBO) reaffirmed Horn as the new welterweight champion following a review of the Pacquiao-Horn bout. The Philippines Games and Amusement Board (GAB) asked WBO to review the fight after Manny Pacquiao said the decision was unfair to him.

WBO agreed to re-score the match, but said the result will not change the outcome of the fight. Only fraud or a violation in the officiating will revoke a decision, said the WBO.

“The WBO does not have power to reverse the Judges decision based on discretion as it can only be revoked when fraud or a violation of Law has occurred, which is not relevant in this case.” This, according to a statement issued by the WBO.

Horn scored one of the biggest upsets in boxing history when he won via unanimous decision over Pacquiao last July 2. Two of the judges scored the bout at 115-113 while one had it at 117-111. Pacquiao, right after the fight, said he respects the judges’ decision. However, he supported the Philippines government’s call for a review. Pacquiao is also a senator in his home country, the Philippines.

Horn is reaffirmed as the new welterweight title holder. The review had him winning 7 of the 12 rounds of the welterweight bout. The controversial bout was reviewed by 5 anonymous judges who watched the fight again without the commentary. The review judges came from different countries.

“The Jeff Horn vs. Manny Pacquiao bout results were controversial causing disputes amongst fans. For this reason, transparency is so important,” the WBO statement read.

“Then, the independent results were tabulated to ascertain clearly the rounds each fighter won using an average scale based on 60, 80 and 100 per cent. To determine the winner of each round, 3 out of the 5 officials have to be in agreement.” The statement from the WBO explained.

According to the review submitted by the judges, Horn won rounds 1, 6 and 12 by 100%, the second, 4th and 7th by 80% and the 10th round by 60%.

Pacquiao, on the other hand, scored 100% on rounds 3, 8 and 9, the 5th round at 80% and the 10th round by 60 percent.

The results by the review judges were then combined with that of the bout judges to find the percentage agreement by round.

“Upon doing this analysis, the findings of the Judges stated that Pacquiao won the 3rd and 9th by 100%; the 8th round was won by 87.5%; no rounds were won by 75%; the 5th round by 62.5%; and the 10th and 11th were even rounds.” This according to WBO.

Jeff Horn still winner! “On the other hand, the Judges findings stated that Horn won the 1st, 6th, and 12th rounds by 100%; by 87.5%, he won the 4th and the 7th; the 2nd was won by 75%; none were won by 62.5%; and the even rounds were the 10th and the 11th.” Thus, WBO reaffirmed Horn as the new welterweight champion.

The same method was also used to decide the Algieri-Provodnikov and Paquiao-Bradley bouts.

Horn was not fazed by the review requested by the Philippines GAB. According to the former school teacher, not everyone will always agree with the decision. He insisted that he felt he had won the fight.


There has been talks about a rematch happening by the year’s end. Pacquiao had a clause for a return bout. And, the legendary boxer has already said that he is willing to return to Brisbane for a rematch.

Rumors of having the rematch in either November or December have prompted talks of holding it in a smaller venue. The July 2 welterweight bout was held at the Suncorp Stadium in Brisbane which could accommodate 52,000 people. The match was witnessed by 51,000 people mostly Australians.

Because of the unpredictable hot weather towards the end of the year, the rematch will likely be held at the Brisbane Entertainment Centre in Boondall. A smaller venue as the place can only accommodate 15,000 people. This would mean then that ticket prices will be higher than the last time.
